I have used the Disolve mode to a painted stroke with some blurr and animated drips.

Try this.

Make multiple layers of leaves.
Make your leave tumble animation in a seperate
composition 200×200 Pixels. Do a few different
style leaves and tumbles. Fewer particles will give a nice
random look. lower the velocity and adjust your wind.
You should try at least 3 different layers.

You might want to look into the Dr. Doolittle DVD making. what they did was motion tracked the face and made the animation seperately.
