If your audio is lower than you want it, then a few things could be happening.
~you’ve got your master volume down.
~you’re using dialog normalization in your render to AC3
~Your media is really loud and it’s hitting a compressorI’d wager on #2.
One thing I see often, and don’t understand how/why it happens, is editors that turn down their master volumes in the editing app, and then attempt to mix with the channel knobs. Why? Leave the master set to default, use the volume on your speakers/monitors to control level in the room.

Are you sure it’s not the metronome? Generating MTC shouldn’t create any noise at all, but the metronome will count off…

Sounds like interlacing problems. Are you seeing these problems when playing on a set top player and television, or seeing them when playing the DVD on a computer monitor?
Not sure what you mean by “burn to HDV master tape” and “DVD from it.” This suggests you’re using something other than Vegas to render for DVD?Douglas Spotted Eagle

Envelope points at events is already scripted, and meters per track is part of Vegas Pro 8. (View | Mixer)

Even if both are 4:3, you’ll not get them to fit the screen correctly, as there isn’t enough real estate to fill the screen with two 4:3 images.
Can they lay over top of each other, or do you need a fixed split screen?Douglas Spotted Eagle

If you want to import it to Flash, you’ll need to use the Uncompressed template, with the transparency enabled. There are other workflows, but this is the best way we’ve found.

open vegas . insert movie . click the bottom icon at right side of movie (looks like square head with ears). look for sony chroma keyer and double click then click ok. the interface for chroma keyer will open. look for the colour picker click this then click on green background of movie.
voila no green bakgroundTo export this to flash with transparent background (laid over webpage) it has to go out uncompressed.

There were some changes to the way Vegas hooks plugs in Version 7(?), and some DX plugs don’t show up. MB should be seen no matter what. Zenote…I haven’t tried to load in Vegas Pro 8, but it wouldn’t surprise me if they don’t show; their developer hasn’t been around the Vegas community for a while, or at least I haven’t seen him around.
Doesn’t help your problem, but…
Do you have an earlier version of Vegas? If so, do these plugs show up there? Have you tried registering the .dll’s directly in Vegas?Douglas Spotted Eagle

Perhaps your mixer or input channel has a compressor on it that is raising/lowering your voice based on other input, or on a fixed preset level, like a limiter?
Why wouldn’t you put the beat on one track, record your voice to another track, so that you can mix this later?
