OMG!!
problem solved. the issue was 100 percent user error, but not with any of the applications – my TV!
I have a new DVD player and took the automatic ratio setting for granted. It was on 4:3 pan and scan. had to set it to 4:3 Letterboxed.
I’m sorry to have dragged everyone through my stupidity. Welp – at least this pushed me to learn more about the codec options and export settings!

And this is where I get completely bewildered.
My source is 16:9 from a Sony PD-150. My compositions (both in Premiere and anything in AE) are 16:9. I export and set the export ratio to 16:9. In Encore, the timeline indicates the footage is 16:9.
When I watch the AVI export in Media player – it is 16:9.
When I transcode the file to 16:9 4mb (or even 7mb) and burn it, it plays full screen. More like the 16:9 footage is proportionately expanded to get rid of the bars.

I tested it on two different DVD players; mine and my neighbor’s.

I exported DV AVI, also exported AVI using cinpeak codec. I Opted to transcode at 16:9, 7mb two pass. all with the same results. *sigh.

Good idea. i will try that. Any particulr settings you think Is hould use? DV AVI?

Every time I check the timeline, the 16:9 radial is opted for.

My pixel aspect ration has always been 1.2 (working with NTSC).
In the comp settings I have rendered out in NTSC D1 Widescreen and that does the same thing. Of course when I render out using the NTSC D1 Widescreen Square Pixels, drop into adobe to edit, export in 16:9 from the media encoder and burn with Encore.
