Lots of good answers here and I tend to agree with most or all of it.
At a high level, the system is all about BALANCE. 64-bit apps make you as strong as your weakest component. Today, that most often is the storage which is the best place to have it in my opinion.
CPU – i7’s offer a lot of value for the money, but you will see some better performance on dual CPUs
GPU – don’t NEED to have a great GPU but the difference is amazing. The Quadro 4000 is a sweet card and will last you a good long time. 5000 is kickin… GPU blog article
RAM – don’t skimp! 32GB is good, 16 adequate, 64 awesome and future proof.
bus speed – if one mobo is faster across the bus, choose it.

Yes, you can sync via timecode, in/out point, or numbered marker (manual creation). Here’s a screen shot.
If you want to sync quickly via audio sync, then pluraleyes is still your best bet.

If just footage, simply import it and make sure you have the latest Quicktime player installed on Windows. It’s that easy…

Clean your media cache is one suggestion. The other would be to use Media Encoder to render out the cell phone video into another format to see if that clears up the problem.

Render out the clip from AE and replace the clip in the timeline (alt-click-drag over clip).
As for how to fix the issue, I’d clean your media cache and restart the app to see if that clears up the issue. Also, you aren’t anywhere near what you should have for RAM. 8GB is minimum and you really want to have at 16GB minimum… PR + AE + OS all sharing 4GB is measely to say the least.

Glad it worked out for you. Make sure you explore using Adobe Media Encoder for the future. It is a solid render engine that gives you many more broadcast/video editing friendly codecs.

Yeah, the 32bit component does slow it down but I still think it worthwhile and the presets are not too well known for Mac users.

Weird.
I’d trash prefs, clear cache and then take the one offending clip and render it out as something else without effects. reimport and then try the effect again.

I agree that more RAM is crucial for any 64-bit application.
Jeff – for ProRes encoding, have you downloaded and installed these? AME ProRes Presets Now you’ll get the speed of AME for ProRes too.
