Welcome to the family. We were all new to this tool at one point. FCP is really big and deep. You’ve got to dig into the tutorials, study some books on the craft, find out what EDITING is and then learn how to use FCP to ccomplish that task. You can’t learn the craft of editing by posting questions here.
You can rubberband the audio track using keyframes to control the levels of each channel independently. Setting keyframes for audio levels is a fundamental piece of the interface and the craft.
If you are trying to selectively cancel out the frequency range occupied by the speaker, that’s a bit moe complex and requires that you take the audio file to a more sophisticated tool such as SoundtrackPro or Logic. And it’s a highly advanced function.

Sorry, I don’t see anything in your sample that is more complex than simple displacement mapping.
You can amp it up by referencing two separate copies of the next clip that are set to different scales or maybe they are moving but it loosk pretty easy to me.Creating the gray tiles will be a bit challenging and could be done using individual items or a fractal noise generator. I’m not at my AE machine today but it seems to me there are a few presets to generate random squares.

You used the wrong codec when you did the conversion. Go back to the original file and export it using the Animation codec with alpha active. Keylight will, if pressed, do luma keying but that’s not what it’s for.

Stick with the tif conversion.
Invest in another external drive to hold the tif files. In fact, you should be able to just sell this output drive to the client.You will want another drive for your ironclad backup strategy, too, since you are doing this for hire.

The Cycore Effects should have installed automatically. Do you ahve any of the other CC filters?

You need an application that will allow you to set or to use precise pixels. FCP doesn’t, AFAIK; there is no “INFO” window that tells you the exact location of your cursor and ther are not grids or rulers/guides. Pity. Using Motion, AE, or Photoshop you can easily create a graphic that fits your 52 line spec. As long as you bring it into FCP at 100%, it won’t change size.
Does PBS also have on-screen coordinates they want you to use?

You kids don’t know how good you got it. Bhy, back when I was your age, when the glaciers were receding, After Effects, then CoSA, took a weekend to render ten seconds of one effect on one layer on my Mac IIfx.

Would help to know what version of After Effects you have and where you got it. The installation procedures for the CC components can be different.

After Effects is one of the more computationally intensive applications you will ever run. Every pixel must be processed for each frame and every frame must be stored as RAM and there are 30 frames for each second, far beyond any currently available Mac’s abilities to do in realtime without hardware support which portables cannot accommodate.
There are settings for draft and lower rez that are all explained in the manuals but AE is simply an unbelievable slog by the nautre of the job it performs. Learn how to use them and how RAM preview works and learn to be be patient.
Your expectations are unreasonable but we all have experienced the same disappointment.
