My best guess would be some sort of special sensor in the cameras and transmitters along the edges of the fields (at the line of scrimmage, etc.) to keep track of the edges of the fields for the correct perspective of the line (as in that ill-fated streaking puck that Fox tried with the NHL for a while).
Then it’s a matter of having a real-time chroma key on the field, which, obviously, must be well configured and have a sufficient algorithm. In certain games (especially college) you can see errors in the chroma keying of the field.

Duplicate the Particular layer, add a Box Blur and change the blending mode to Add? =O
Or are you looking for a more specific effect…

You should use the Interpret Footage dialog. If the true resolution of the footage is 1280×720 then a Square Pixel aspect ratio should be correct.

Generally, in almost every case you will have a preset in the Composition Settings dialog for the device you are producing the segment for.
However, a 16×9 aspect ratio is insufficient to determine which preset to use.
It sounds like you think you’re producing for an HD display. If that is the case then you will want to use the preset that matches the HD display’s resolution and frame rate (make sure you use one with HDTV in the title, not HDV or DVCPROHD alone, these have the ‘wrong’ pixel aspect ratios).
If you are producing for SD then you need to choose either the NTSC DV Widescreen or PAL D1/DV Widescreen presets.
If you use these presets then you should not have to worry about the pixel aspect ratio of the composition at all (only your imported footage).

I have never had any problems getting Motion Blur to work through Particular, with any type of particle.
Here are possible issues that would result in little or no blur using the default Particular setting (Use Comp Settings):
Motion blur preview is off in the composition.
The layer with Particular applied does not have its Motion Blur switch on.
The composition’s shutter angle is too low.
The particle isn’t moving fast enough.
You should definitely be able to see noticeable blurring with a Shutter Angle of 270

1280×720 is the correct size for a square pixel 720p comp.
Some codecs used for capturing use a pixel aspect ratio in order to compress the size on disk/tape of the HD frame, most notably HDV and HDCAM.
