This could certainly be done in AE. Use the pen tool to draw a shape layer stroke back and forth over your footage (basically, in whatever order you want your graphic to appear), then add the Trim Paths layer effect to it and keyframe the start or end to draw over your footage. Put this layer over your graphic and set it to Alpha Matte or Alpha Matte Inverted depending on if you want it to animate on or off.
The liquid look is a similar concept. You could duplicate your stroke shape layer, make it an adjustment layer, then add a warp or distortion effect.

Every effect is different. What effect are you thinking about? I suggest learning the basics of After Effects before getting in over your head. Adobe has some great beginner tutorials on their website.

Can you give more info? That message can be displayed for a variety of reasons, but without know the specifics of both your computer and your project it is hard to give an answer.

What kind of files are you importing, and are you viewing the images at full resolution in Premiere?

Glad you found a solution that worked. Just curious; did you try exporting the composition with Media Encoder instead of using the Render Queue? I’ve had a few export issues in AE 2015 and using Media Encoder seems to solve them for me.
