Is it on a Master clip or a clip in your sequence? I had that issue on a Master clip before, but when I copied and pasted it into the sequence it worked fine. So I edited my mask on a clip in the sequence and then copied it back onto the Master clip. Not a very elegant solution, but it did the trick and I didn’t have time to troubleshoot further.

If you’re willing to drop $20, this new AE script can help achieve what you are looking to do I think. You could also do it manually by making the line a stroke and use trim paths to animate it. Then keyframe the arrowhead to move along with it. You might also have to animate a track matte to get the end of your line slanted the way it is.

Adding a little reflection or glare to the screen would also help sell it.

You’ll also have to do some camera tracking as it seems like there is minor camera movement. You could probably just keyframe the position and rotation of your new video to match the movement.

Are you sure it’s not 1280×720? 1080×720 is not 16:9. The Ratio dropdown you are referring to is for Pixel Aspect Ratio. Unless you have a good reason, you will want to keep it at Square Pixels.

Dynamic link is great, but can become extremely slow. I would stay away from it if you are doing any sort of complex effects. Export your effects from AE and import into Premiere. Quicktime Animation or an image sequence are good if you need an alpha channel, otherwise Pro Res should be fine.
Also, you are confusing bit rate and bit depth. Bit rate is how much data is included per second of video. Bit depth is how much color information is in each pixel.

Are your lights named correctly? Optical Flares allows you to choose which lights are used depending on the name of your lights.

Some carriers automatically enroll you in watching lower quality video on your phone (T-mobile Binge-On for example). Is that what’s happening? Would you mind sharing a link to view the video? I understand if not.
