You do know the reason it’s gone is that Apple EOLd Quicktime Frameworks development. It never progressed beyond 32 bit.

The current version of Compressor can closely match x264 when using High Profile CABAC encoding.
Otherwise you can always use Handbrake.

I see your keyframe rate is one every 300 frames.
I believe Vimeo recommends one every second so you might try changing that.

If you’re really focused on video you might consider getting a second hand Blackmagic Pocket Camera. New is about $950 theses days but used is around $600. Shoots ProRes and cDNG RAW so you aren’t compressed with an H.264 codec. Of course ProRes drops right into FCPX and, given the codec, won’t stress a lower budget Mac if you have the same budget limitations you have with the camera.

For best quality H.264 encoding use an x264 encoder rather than MainConcept.
If using Apple use High Profile, CABAC entropy single pass encoding.

HDMI on MacMini, like most computers, is output only.
To get video in you’d want to use one of the many HDMI to Thunderbolt video input devices.
There is no old school log and capture in FCPX. Given most cameras are file based you can bring in files and, in some cases, parts of files.
