Can not be done in PremPro unless you have a plugin such as Twixtor 4. (or After Effects)

You need to do some calculations but they are simple.
Click on the clip.
Info window will tell you how long clip is.
Divide by 2 = X frames
Put CTI to head of clip
Select the CTI numerical indicator in top left of Timeline window
Type in (+)X frames .Voila

Create a black filled circle in Titler.
Apply it over the Video track.
Apply an Alpha Effect (Check Invert box)to the title.

I am not trying to start a flame war but (IMHO) you asked the wrong question originally.
Steven Gotz’s answer was probably correct based on your question.
If you had of asked “How do I do this (specific)?” your responses may have been more succinct. Luckily you got an answer and you were able to get a great result.
The combination and creative uses of what is available ( f.x / transitions) is virtually unlimited in what it can achieve. You already had the tools but you needed someone else to “lead” you in the right direction. Great thing about these forums – the combined brain power of many.

What would you have used for silence and how would you have made it if you had to insert “silence” ?
How would you have known if it was in synch or even if it was actually where you placed it in the timeline ?
BTW: A “silent” clip has the same filesize as a “noisy” clip.

Not always possible but it is good editing practise to edit first then apply effects and transitions later as a final stage. (Including audio levels)
Hector – there are a lot of editing tools available in PrPro and you need to find the one to do the job of editing the Video track(s) only. I would not use the razor tool ( and rarely do anyway).

Why would you speed up a clip of someone talking (interview) unless you wanted an effect?

I literally type into the columns besides each clip in the Project Window. (It is then saved with the project)
Often I customise the columns for each project using the Edit Columns feature. Wish I could make a Default set up for this tho’.

I type comments etc in, once the clips are in the Project bins.
I also take the opportunity to delete unwanted captured clips from the project and teh drive at the same time.

It does it automatically when you use other editing techniques.
How would it know what transition you would want automatically ?
Maybe you could put in a feature request:
“I would like Premiere Pro to read my mind”
