Make a comp at the resolution you want. Put all your purchased comp into the new one and scale to the appropriate resolution.
Or if you want 10 purchased comps in your project, add them all. Select all, press ‘s’ for scale, change the scale for one with them all selected and they’ll all change.
What you don’t want to do is go into the purchased comp and scale those layers.

Linear blending that I referred to is actually in project settings, where you specify 8,16,32bit. To use it, check “Blend Colors using 1.0 Gamma”
Layer blend modes are accessed within the comp on each layer.

Let’s see you champion this forum for 10 years, answering the same questions over and over with hardly any details, confusing questions, argumentative questioners, criticism, and little to no thanks; and do it with a chipper attitude every time. For web videos, there are technological standards, but not content standards. The technology standards would be your playing technologies (flash and html5), your containers (mov, mp4, wmv), and your codecs (h264, webm, and many more).
There are tons of commonly used programs for creating intros and bumpers. If you want it in motion graphics you can use maya, max, blender, xsi, c4d and more; whichever floats your boat. Each has it’s own strength. C4D has some great motion graphic tools. Maya is stronger on a full scale studio pipeline, or in character animation. You can also do stuff in after effects, apple motion, or even editing NLEs.

I think your alpha channel is messed up. Are you interpreting the tif with prematted or straight alpha channel? Use the other one. Were there other options in PS that you could have used in exporting the tiff with alpha? How does the tiff look if you bring it in on a plain comp? See the halo there? What is your blend mode? I would typically use multiply for this. You can turn on linear blend mode in your comp settings, which may help as well. Finally as Dave said, why use a tif for this? Why not just a solid and a mask within AE?

Had you rendered to an intermediate codec you could have added a text layer to your master and rendered at only the time to render copied video without having to render a complex composition. Since you need to rerender again, you should consider rendering a master to an intermediate so you can add watermarks, titles, or do whatever later.
You could do this with your delivery codec file, but the final render will be lower quality than rendering a master to an intermediate.

There are multiple layers of action. Possibly some video, others motion graphics. Some of the layers are working as alpha mattes for other layers. There are a couple adjustment layers that are working to colorize the footage. Something like glow is applied over it all to make the bloom.
Since it’s on youtube, why don’t you just email the guy and ask him?

Plugins are created that fulfill a need that doesn’t already exist, otherwise there would be no market. However you could probably get a similar effect by duplicating the layer, and on the lower layer applying glow, then a zoom blur, or motion blur (moving toward the camera).
