Does this mean I’ll have to use the Encoder in Premiere 1st, then output as an MPEG-2 then import the MPEG-2 file into Encore for this to work?

Here is the relevant info on the desktop I use to edit on
Intel Pentium D Processor 830, 3GHz; 500GB 7200rpm Hard Drive; 1GB (512MB x 2) PC2-4200 DDR2 Memory; DVD+R Double Layer / DVDRW Drive; DVD-ROM Drive; Giga Pocket MPEG2 Encoder board with TV Tuner; Memory Stick Reader, Compact Flash Type I and Type II, xD Picture Card and SD/MultiMediaCard; Wireless Keyboard, Wireless Mouse; 5.1 Channel Speakers; Microsoft Windows XP Media Center Edition 2005

My Scratch Disk and Cache are both on my 2nd internal HD J:\ which has 13.4 GB left on it (this movie is 2 and a half hours). However I had the same problem with my previous project that was on C:\. I was almost done with that one when this issue first arouse last week, so I just put up with it to get finished, but now it is happening again. Each time I do a cut, it locks and gives me the icon of the razor blade which I’d just clicked on, but it won’t let me change back to the arrow icon, and above the start button it says “Click to split clip into two, Alt overrides a link, shift for all tracks” and it stays like that and won’t let me do anything else, even change from the razor to the arrow pointer icon. After about a minute, it releases and I can work again. It will sometimes not respond and I have to exit and restart.

No, I haven’t edited or done anything to the templates, and yes, I did try a different template, and the same thing, it looks and behaves as it should in the preview, but when it burns the disk, I can only see the first 3 menus on page 1 and none of the links (next button, main menu link) take me to page 2, they just run menu 3 again, the insertion point that is supposed to let you know what you have selected, will never go off of menu 2 when I point to the next arrow or the main menu link.

OK, but what about the color matching steps in Premiere Pro, do you know anything about how to do that?
