that’s the FCP way, pasted text got cut off last post.
manually, you can kind of do it in premiere, with in and out points per clip, clip make subclip – enable restrict trims to subclip boundries.

turn all the markers in a single clip into subclips.

Here’s how to do it.

Load a clip from the Browser into the Viewer.
Put your playhead where you want a subclip to start and place a marker by typing “M“. You can put as many markers in a clip as you want.
Notice that the clip in the Browser now has a triangle next to the name. Twirl down the triangle to see a list of all your markers.
Rename the markers as you wish.
Create a new Bin in the Browser (press Command+B).
Here’s the magic part… select and drag all the markers from the clip in the Browser into the bin you just created. As soon as the markers are dropped into the Bin they are instantly converted to subclips.

if i was editing it, i would use the rolling edit tool [N]. but if you wanted perfectly redone clips in the project bin, an AE script combining them all then magnum edit detector splitting to separate layers would be better suited for this task.

are you using a P3 monitor? also, premiere only understands rec. 709 rgb 0-255 not legal video range.

cube iridas lut for burning in darker 16-235 from 0-255 for youtube upload. it darkens image, then youtube re-lightens again.
it doesn’t work with adjustment layers directly, you have to use it in the dropdown for the export in adobe media encoder. or you can NEST it first. its a premiere bug. also it needs to be copied in both premiere-lumetri-technical and adobe media encoder-lumetri-technical

cuda only works on these effects. everything else is still cpu based.

are you uses maintain audio pitch? a higher quality would be the effect-pitch shifter. even higher still, use audition

can you afford an i-7 6 core? it’s more upgradable down the road. 7700k is same speed for 1080 stuff but at 4k gets left behind.
also, your drives are kinda backwards. your os might boot up 2 seconds faster, but premiere and AE really like m.2 for ingesting video.

I pulled your data into this playback matrix.
Seagate FreeAgent GoFlex Large files were written at 104.6MB/s and read at 114.3MB similar to a WD, so….
assuming your video clip is not shorter than 40 seconds(i.e.or 1 sec long at 4GB), we can deduce that its not your hard drive.

if we assume the above, according to your specs, the only thing stopping you is your CPU.
broken down as: mac 2.4ghz score:1545 compared to I-7 score: 14,502 roughly 9x slower which is exponential so more like 30x slower.

solution:
1. drop playback res to 1/2 or 1/4
2. you can either render to a sub- 100mb/sec codec full offline or take advantage of premiere’s new proxy function. (prores proxy)

some other methods of getting smooth playback:
1. mac os 10.12.3 video patch
2. add premiere in NVidia Control Panel as an application for discrete gpu
3. Make Sure The Composite Preview During Trim is Turned Off and also make sure your Reference Monitor is Also Closed it Will Help Solve the Choppy Playback
4. toggling off the High Dynamic Range setting and LUT’s in the setting menu of the Lumetri Color panel improves gpu
5. disable “High Quality Playback” setting in the monitor wrench menu improves gpu
6. disable mercury transmit
7. freezing up on mac permission issue
