even if you remove the flicker with tinderbox deflicker, msu’s deflicker or AE’s color stabilzer, you’ll still have moving scanlines on the computer monitor in the video footage. Mask it out and export out an alpha channel with just the computer screen, then deflicker that part and put it back in mask feathered.

    msu’s free deflicker

You are very smart using Targas. They are the most stable of all. Even TIFF has overflow internal buffer problems. Targa puts all its data in a fixed location with minimal code, and anytime you have minimal code, you have minimal problems.:D

AE has a way to get around this. Go to Effects->utility
The HDR Compander (compressor/expander) works with 16 to 8 bit too. Read how to use it in AE help.

DNxHD uses same exact compression as JPEG does. After a while, you get really bad generation loss. I don’t think even upping from 8bpc to 16bpc and 8 bit to 10 bit precision will help but you can try.

Most professional film labs will give you a free answer print if this happens. If for some reason, you can’t get another print or can’t afford a new one, removing some of the offending blockage is possible; however, most of the good After Effects plugins themselves can cost money such as red giant film fix and F_DirtRemoval in Autodesk Discreet. There are free denoising and degraining filters and AE’s cc wire removal in multiple layers has been known to work in a pinch.

tell us your color management, bits per channel, and output codec settings.

weird. looks like a wrap around of RGB information so bright it went back to 0.
try changing project settings to 16bpc from 8bpc and rendering out a single uncompressed frame like png.

If that doesn’t work, do a quick filter check by adding the effect -Levels and make input 18-235 and output 18-235. 18 being black and 235 being white. Then render out a single frame png again.
