Most professional film labs will give you a free answer print if this happens. If for some reason, you can’t get another print or can’t afford a new one, removing some of the offending blockage is possible; however, most of the good After Effects plugins themselves can cost money such as red giant film fix and F_DirtRemoval in Autodesk Discreet. There are free denoising and degraining filters and AE’s cc wire removal in multiple layers has been known to work in a pinch.
