let’s assume that the file is indeed 20.8fps. If you want it to play back in a 25fps comp without speed/duration change, you’ll need to decide how to interpolate the frames. frame blending on or optical flow(which is now natively supported in premiere)

“Exporting time interpolated media
The Time Interpolation setting in the Export Settings dialog box (File > Export > Media) allows you to change the frame rate of the exported file by leveraging Optical Flow to interpolate the missing frames.”

you have to render out to see the optical flow. it won’t playback in the timeline.

i tried it and it works great. the fact that it won’t crash with thousands of frames means you’re a really good coder. I recommend adding FPS import select and batch replace import from highlighted comp panel. Besides that, it pretty amazing you’re giving it away for free.

if you are curious, stretching the film inside a 24 seq. to speed 40% (without optical flow) will give 24p slomo without major jerkyness because the frames will play back 2:1.

you can have your cake and eat it too. I’d set the sequence for 60fps or 59.94 and just slow the individual clips down.
if you sequence out a 24, you’ll never get 60fps smooth motion!

video codecs with adobe media encoder that are lossless: avi uncompressed, animation, quicktime PNG.
These are still only 8 bit but since you’re capturing web content, these should suffice.
You will still need a relatively fast HD to playback uncompressed footage. jpeg2000 lightly compressed handles poor video better than mpeg2, h.264, h.265.

My opinion is that quicktime PNG video codec would be smallest file size and best quality.
