you’ll be interested to hear that even if they didn’t use fat32, their firmware disables recording to not be taxed as camcorders.
You could find a GH2, GH3 no recording limit with lens for @400-500

as far as a know, the HDR support comes from the scopes feature and Lumetri pops open a new HDR adjustment. As to if it will recover highlights that aren’t there, I don’t think so.
HDR is similar to RAW as it has whites and blacks that can be recovered. If you didn’t record in HDR or RAW, you won’t magically get recovered although the tool may work similary to the effect called Shadow/highlight which makes a more pleasant looking gamma adjustment than curves. -

it might be faster to use adobe cleaner tool anyway. -
are you running out of hd space? try a Tiff sequence so that you won’t have to start all over again from scratch. find where the frames stop counting. that is where your error is in your timeline.
export second half and combine tiff to a new import and render sequence to final codec. -
we need many screenshots of your sequence, render settings. also, try adobe media encoder.

2. in sequence setting, video fields upper field.
3. in media encoder upper fields(keeping interlacing for future) or progressive(youtube)
