Render settings and output modules aren’t associated with projects but rather your version of After Effects. You can find those settings buried inside preference files on your computer, AppData\Roaming\Adobe\After Effects\xx.x folder. It is possible to copy those between preference files as long as you didn’t delete them. Whenever you install a new version of After Effects it asks if you want to copy those settings into the new version. If you don’t have those previous files saved then you will need to set everything up again. You can do that when you send something to the Render Queue or go to Edit > Templates > Render Settings/Output Module.
Copying an After Effects file will only maintain composition settings and project settings associated with audio, expression engine, 3d, time, and color.
