Wow, you need to do some research on how things work that you want to work with.
What format did you shoot?
What format are you editing?Shoot HD.

Then you want a Bluray mpeg2 (HD) preset, not an DVD(SD) as you stated in your post.

You need to export from Pr sending it to AME and choose the mpeg2-DVD preset, send to queue.
Once the DVD compliant files are created, then import into Encore and author your DVD.
Exporting to mp4 for DVD is wrong and you’re adding compression.

You need to get the Production collection that has Premiere in it.
Have you looked into Adobe Premiere Elements?
I don’t know if it’s compatible for the hand off for finishing or not but could save a ton of money for you.When you hand-off for finishing, what are they using?

I second the audio quality, wow, they did a great job with that.

Yes, you need to use one of the Bluray presets to make a compatible BD-R.
You’d be better off with the MPEG-2 Bluray preset.
The .h264 comes in handy if you need more compression to make a program fit. But the quality will take a slight hit.

From the edit in Pr – Export (make Movie CMD-M)
Send to AME via Queue.
Choose the DVD MPEG2 preset. Adjust data rate as needed.
After your DVD compliant files are created, import into Encore or other DVD authoring program.
Create DVD.

If you shot 23.98, then you should edit 23.98, and create a DVD file at 23.98.
If you encode your mpeg2 file at to high of a data rate, some DVD players will stutter.
Unless you’re talking about motion stutter which can be seen with 23.98 footage (as with fast pans or quick movement) and that has nothing to do with the DVD player.
