    Wow,
    So much info missing from this question…

    How is he bringing in the footage? IS it being converted and if so to what?
    What are the sequence settings?
    What hard drives is the media playing off of?
    How is the video being monitored?
    Computer screen or external broadcast monitor?
    What type of I/O card is being used, if any?
    Make sure the same scratch drive is selected for both vid and aud.
    Verify the sync playing back in camera?

    If you are not bringing the footage in now as Prores, then what are you doing when you bring it in?

    When you link Audio and Video together in the sequence/timeline you do not need to export and re-import. Why?

    Leave it in the sequence or drag it to the browser. It’ll stay linked.

    First, Change your Sequence settings to DV50 and re-render.

    Then, Export your finished piece using “Current Settings”.

    Take that file and you will need to convert it to PAL. You can do this at the same time you create the mpeg files for the DVD.

    The best route would be finding a place with a Teranex.

    The second choice would be a quality plug-in made for foreign conversions.

    The next choice would be using Compressor for the conversion but this will not yield best results.

    Some cams will let you run it through. Then you can skip the step of dubbing it all to tape. You’ll need to turn off deck control.

    Do you have a Mini DV camcorder or deck? This would be the easiest. You won’t have deck control on a VCR. High-end 1/2″ Editing decks would allow this.

    Run y/c or composite out of the VCR into the Camcorder and FW out of the Camcorder into comp.

    Cassettes deck – same thing. Run your stereo R/L out of deck into DV camera.

    OR

    Buy an I/O card with analog connections and a Desktop machine.
