But like Mylenium said, you can just precompose the layer you want to have a different Motion Blur setting. Under the comp/advanced settings you are changing the virtual shutter angle from the default 180 degrees to something higher for more blur.
AE’s MB, like Mylenium said is a virtual camera. And just like a motion film camera, the gate is spinning while the film is being pulled through. By default a film cameras gate is open half the time and closed half the time so that means that 180 degrees of the gate “Pie” is exposing light. Just like in a real camera you can change the shutter angle to be smaller for more choppy motion (less than 180) or more for smeary motion. For example a lot of music videos are shot with the shutter angle set to 45 degrees so it feels choppier and more “intense”.

It looks like the grain simulation in AE7. Under Noise&Grain, use the grain setting. It doesn’t look variabe to me. It just looks like they added the grain before doing high contrast color correction so that when the whites blow out, the grain blows out with it so it seems like it’s more prominent in the darker areas.

You want to setup a hierarchy with some nulls, then link them to a couple of custom UI sliders through a range mapper.
At the simplest, create a custom UI slider. Create 2 xtra nulls. Add one wheel inside each of these Xtra nulls. Create a dummy null called “Control” and add an Xpresso tag to it. Drag the wheel Nulls and the dummy null objects insode this Xpresso window. On the Dummy null go to the output port under USER and select the slider you made. Link this to the H Rotation of the nulls that the wheels are inside of. So now the slider should control the heading of the 2 wheels while still letting them rotate freely “inside” of the parent null.
The rest is cleanup. Like using a range mapper so you can set your slider to percent and set the range mapper to limit 0 – 100% on the slider to the 2 extremes of the rotation values of the wheel nulls. So the slider has the same lock to lock that a real car would have. Repeat the process for the other wheels and the steering wheel inside.

Cool stuff Check it outIt was probably done in AE just because it’s the most popular, but could be done in any app with 3D space. If you search the archive here the last few years for “Kid stays in the picture” you’ll see lots of discussion about it. The best use of it I saw was in 2002 with the images of 9/11. But the effect has been used long before that, sometimes seamlessly for movie VFX in programs like Nuke.
