Shooting 24p mode and editing in a 30fps sequence (which you should) will give you interlaced frames here and there… there’s actually a pattern to it. Those are the frames that are created by combining the 24 progressive frames into a 30 count.
There’s no way to get rid of them except to bring the original media into Cinema Tools and remove the 3.2 cadence.
So — two things that might be happening from what you describe…
1) You are seeing the interlaced frames of the pulldown cadence.
2) You’ve got LOTS of motion in the footage and the Progressive nature of the other frames is causing you to see what I call Jumps… what you might be calling horizontal lines.I feel it’s more 1 than 2.

Which sony handycam is this? Do you not have deck controls on the top or inside the viewer on the camera?
As for autostart from Print to Tape. I haven’t figured that one out yet. SOmetimes it works for me and sometimes it doesn’t. Too many variables to figure out… or, I’m just clueless too.
Check again with the camera to see if there isn’t a record button on the camera other than the big red video record button.

Sure — you use the text tool in AE? I’m kind of sure that these texts are vectors… so they can be scalled to any size w/o loss.
However, if I’m wrong you can just change the font size to meet your needs.
OH — wait… I think I know what you are asking. But again, it will rely on the assumption that text is vector. In your new larger comp bring in the motion graphics. With it selected in your time line you’ll notice the box around it is too small for the new size.
Click the ARROW tool or hit V and then resize the bounding box with the arrow.
I think that will get you where you want to be. Make sure the resolution line is the solid / and not the broken \.

Meanwhile, in another part of the studio, the AE artist is trying to impress the spectacularly looking intern by saying, “Yes, I do the lower thirds for all the weather grids. You’ll notice that mine are the biggest lower thirds on network TV!!”

The digital juice ones are things you buy and just drop into a project. They have alpha channels so you just lay it on top of what you want and add titles.
As for creating your own… wow — well, the sky’s the limit!! It’s as simple as adding a colored solid and bringing it down to size changing it’s opacity and adding text. Or as complicated as building it from a new comp with multiple layers and effects and motion and text.
AE7 has some great graphic presets that you can mess with too that will easily give you some great lower 3rd effects. Just load them in and go. Bringing them in via Bridge is a great addition too.
Remember… if you want something that nobody’s seen before you are going to need to create it yourself. Take the time. Each graphic is a mini-masterpiece…
