Illegal TC?
Does the color correct facility want DF (Drop Frame) or NDF (Non-Drop Frame)?
Do they want LTC (Longitudinal Time Code) or VITC (Vertical Interval Timecode) or both?In the older days of tape based linear editing if you didn’t regen or step on the VITC the TC from your original source reel tapes would show up in the VITC.
The manual has setup procedures to calibrate timecode offsets between FCP and you VTR.
When I master I alway seed the tape from the control panel of the VTR with a timecode like 00;58;50;00 (note the ; designation which is DF TC) so I have some preroll room to do an assemble edit. I then do an assemble edit with the usual bars, tone and slate starting at 00;59;00;00 with the program sequence nested in my bars, tone and slate sequence so it rolls over to program start at 01;00;00;00 (a minute–00;01;00;00–of bars, tone, slate and countdown).
I would check to see if you VTR is setup correctly and then check the frame offset as per the manual.

Why are you converting to QuickTime?
Is the output of Final Cut Pro for a DVD?
Is the Quicktime conversion for the web?
Even for the web a 14 minute video will be large under certain circumstances.

Here is a color coded .PDF that you can print or just open in Adobe Acrobat that gives you a cool search ability–FCP 4 default. You will have 95% to 98% of all the shortcuts you need. You will want to Right+click or Ctrl+click (contextual menu) on the link and do a Save Link As to your computer.

As long as the electrical service is on you may be okay. I would think you would need a 1500VA minimum just for the VTR. You need to see how many watts the Digibeta needs.
Another consideration is some of these UPS’s put out 60hz square wave when on the battery as oppose to sinusoidal 60hz. If you go to the UPS in a power failure you would be able to eject the tape. Trying to work during a power failure would be foolish. A UPS is only for elegantly shutting down you equipment during a power failure.
A well conditioned AC circuit properly grounded with surge suppression may be all you need. But, you will have to wait to get your tape out of the VTR when the power comes back on.

But do you know if that is the Decklink SD is “genlock” out to the deck or “genlock” in to the Decklink card? I am unfamiliar with the Decklink SD card, but if there is a “composite” out you could try that.
I always would use blackburst generators like Horita BSG-50 or CSG-50, but that is just me.

This goes way back in the cobwebs, but seem to remember that you don’t want the roll to go over any transitions like dissolves. You will have to export and reimport the rendered segment/clip or something similiar to create one solid clip for the roll to go over–I don’t remember if nesting works.
It has be a long time since I had to fix similiar problem, but I think that was the solution if I remember correctly.
It’s probably better to get a third party crawl and credit roll generator like Chris Poisson suggests. It’s not very expensive.

What do you mean by EDL? You have 9 seperate EDL layers from another editing package?
If that is the case, open them up in their seperate sequences. Take the first sequence see where it starts (note the TC). Make a 10th sequence and type in the TC from 1st sequence in the CTI (Current Time Indicator) window in the upper lefthand corner of the sequence timeline. Just click in that window to type the TC. The CTI should jump to the new timecode. Hit “M” quickly twice so you set a mark and can label it “Sequence 1″ or Sequence Layer 1”. Rubberband the clips in your imported Sequence 1 and copy/paste into your new Sequence 10 and drag the clips with snapping on (“N” on your keyboard toggles on/toggles off–you can turn it on and off while dragging your clips). Do the same for the rest of your sequences, but paste after the 30 sec mark in your new sequence so you don’t have to worry about targeting the correct Video Track. Drag your newly paste clips up to the proper Video Track and drag to your next placed marker for “Sequence Layer 2”. Repeat for the other 7 imported sequences.
You could nest the sequences in your 10th sequence, but that would mean jumping back and forth between sequences to edit them. Also, if you nest sequences be sure to mark at least the first clip inpoint. It will show up in your new Sequence 10. I don’t like this method because you can’t individually color correct or modify the individual clips in your imported nest.
Probably not what you want because you mean something else, but at least we got the ball rolling.
