This has been an issue with many CS5 installs on the Mac.
Since CS5 is 64 bit, but uses a 32 bit version of QuickTime, Adobe initiates a process called QT32 Server.
If this file (QT32 Server) isn’t in the correct location, or your Firewall settings don’t allow it to communicate with After Effects, it can result in the error you’re experiencing.
Sometimes repairing permissions fixes it.
There are several solutions depending on the precise nature of the problem. This has been covered (and continues to be covered) at the Adobe After Effects forum. Many After Effects users have had this same issue.

This tutorial as well may help. It’s a bit dated but the technique works. The Write-On effects allows you to animate brush size as well.

If you used a null or light to animate the particle path in Particular you could just parent the layer to that.

Change the settings of the imported footage first, by right-clicking the sequence in the Project panel and choosing Interpret Footage > Main.
In the dialog box you can set the desired frame rate.
Then change the Comp settings to match your desired output.

It appears you’ve hit the limit of the number of degrees and revolutions the effect will support.
As it approaches a total value of 100 complete revolutions it stops.
Try this: in a test comp set the evolution from 0 to 100 in 3 seconds. It will stop just shy of 100. (93.6 in my case)
In your case it seems to be stopping just shy of 50, not sure why.

I’m not sure I understand why you need the additional layer. When the Card Wipe transition completes to reveal the back layer it should remain there by itself.

You do not need to use the opacity for the back layer, leave it in your main comp and turn its visibility off.
