If it’s a project it will simply interpolate to 25fps. If there is any included 23.976 footage in it, then yes I’d twixtor it separately though.

Yes, I’d Bring it into Virtualdub. Output with Huffyuv with PCM audio or Uncompressed with PCM audio.
-
I’d make a composition the size of the output.
Assuming you have a 4.5foot high by 22ft wide screen.
Just 2376×486 comp. Edit like normal. Render out 2376×486. Then you might be able to import into Sony Vegas possibly that might Support a 3.3 PIxel aspect. Then render out in whatever format you need.

Cinema4D, 3Ds max, or Maya would give you the best results. I’ve experimented withmaking Bullet caps but have been unsuccessful.
The only thing I can come up with is Using spherize and CC cylinder.

Encode it to a Xvid/Divx mp3 video at 320×240. Youtubes encoding systems run on the same type of Mpeg-4 video. This will give you the best quality.

I was about to say, as atated above, It could be an issue of the source audio sampling frequency being different from the output’s sampling frequency.

What I would do is Have the audio, change it to keyframes. Link the Rotation of the writing arm to the Audio. You could use an Expression Aharon used.
Figuire out how much of an Angle the arm needs to be to fit on the scrolling piece of paper. Then have it relate to the amount of AUdio information like this:
Linear(x,0,100,0,30)
So it will fit the information of the audio from 0 to 100 into a space of 0 to 30 or whatever the rotation needs to be.You could create a very long White solid. Import the audio into some sort of Audio editing utility like Sony Sound forge, Vegas, or even creative’s wave studio. Do maybe a few screen captures at a certain zoom level, splice the pictures together. Set it to Black and white, then import it place on the Solid. Have it animate horazontally. Then I’d do a Linear wipe and keyframe it so It stays faded til it goes under the needle. Then syncronise.
When I was typing Ideas started flying out of my Head. : / Hope it helps.

Andrew Kramer made a “FPS_Converter” preset, that you can change a certain FPS to another certain FPS.
You can find it right here. Just click on his picture in the leaders’ line-up or click on the ae cow title bar above.

I would try exporting the Video as some sort of lossless format. Then open up in Windows Media Encoder. Around 9-10mbps Windows Media Video 9. And Either Two pass CBR or VBR.
And if Interlacing is needed. Just on the Processing tab, hit maintain interlacing. If PAL, then top fiela first. I assume if your fluent with AE you’ll do fine with Windows Media Encoder.
