Does it have to be with Time techniques? Couldn’t you just do it with colorama?

That only works if the menu he made is a still.
If the menu is a video, then you can’t make the buttons in after effects. You make the whole menu, minus buttons, and render it out as whatever type of video file you want to use. Then in Encore, you import as ASSET, not as MENU. Then, make a new, blank menu by choosing one of the ‘Blank Menu’ presets in Encore’s library. Then, in that menu’s properties, you set the ‘Video’ link to the video you made. It will set it as the Background for that menu. For the buttons, you make them and add them on seperately, using Photoshop and Encore.
Note: If you have Production studio, then you can skip the step of rendering the video out. Instead of importing as Asset, go File>Dynamic Link>Import After Effects Composition, and find the comp. Then set THAT as the ‘video’ for the menu.

Open GL only supports certain features, you can find out exactly what in the After Effects Manual. As Leo said, it’s mainly meant to speed up your workflow, and it’s not meant for final project output. So you shouldn’t check the ‘Open GL render’ checkbox in the output module settings. Keep in mind that even if you have Open GL enabled and activated, when you render out of the render queue it won’t use Open GL unless you check that box.

I have the Academic version, and I think it has everything. Of course, I don’t have the full version to compare it to, though. The academic comes with the Cycore effects, Colour Finesse… I think it’s the full thing.

I bet it probably just involves a radial blur (and maybe something else to bulge out the middle?) on an adjustment layer, then randomizing the position of it… I could be wrong, of course. In fact, I’m probably wrong.
