You run the tracker on the video with the girl holding the frame.
You apply the tracking data to the still that you want to place within the frame.
You may also want to look up the corner pin tracker in the Help files.

Well, you’d need to corner-pin track the frame. Since you can’t directly connect the tracking points to mask vertices, you’d apply the tracking data to a solid layer on top of the footage.
Then you set the solid layer (that now fills your frame exactly) blend mode to ‘silhouette alpha’ (or ‘stencil alpha’, I forget which is which’) so that it cuts a hole.
Now you haven’t explained what you want to do within the frame, if you need something in the frame that moves with it, you could just apply the tracking data directly to the layer you want to place within the frame.
But there’s no way to export tracking data out of AE to Vegas, so you want to finish the shot, render it out to a file and import that completed file into your edit in Vegas.

Are you using After Effects Standard Edition? The 3D effects are Professional Edition only, so if you’re indeed on Standard, you won’t find them.

I’d ask for for an exact specification in pixel dimensions.
But to translate the specs for you:
Visuals required on DTF 2K as SGI RGB files.
They want the files delivered on DTF (Digital Tape Format) – which is a rather old SONY backup-tape format. Unless you have one of these at hand, I’d ask if you can deliver on an external firewire drive. Make sure you format to FAT32, to make sure it can be read on all platforms.
You need to deliver a .SGI image sequence. Make sure you render to 16-bit.
Images should be 16X9 fha
2k 2048 x 1556 pixels. They ask for a full-height anamorphic, which means they want you to create a 16×9 composition and render it to an anamorphic 2k frame.
This surprises me somewhat, since I don’t get this kind of request often. Usually I’m asked to deliver square pixel files at 2048×1152.

They want you to keep the titles within a 1:2.24 area in the 1:1.85 frame… Which is confusing because 16×9 is 1:1.77…
If you would work in a 2048 x 1152 comp, they’d want you to keep the titles within a 2048 x 914 area. But of course you’d stay clear of the left and right edges too.
So all in all, I’d ask for a bit of clarification on the specs. Ask if you can deliver 2048×1152 square pixel files for 16×9 or whether they want 1:1.185.

Here’s an overview of the options I wrote a couple of years ago.
Since then a couple of other solutions arrived, like Magic Bullet.
If it’s just de-interlacing you’re looking for, my recommendation is FieldsKit.

Personally, I do all effects and color treatment in post – but that can be time-consuming.
Generally, I don’t leave home without a .3 and .6 ND (Neutral Density) filter, to control the amount of light hitting the lens without having to stop down the iris.
That way you can upen up the iris (although I’m not sure there’s actually an iris on the PD150…) to keep a short depth-of-field which you usually want for interviews.
Are you mostly shooting interiors?
For outdoors something like a Tiffen Ultracontrast and a polarizer are handy. I’m not a big fan of grads, although an ND grad can come in handy to avoid blown-out skies.
