I’ve seen echo-resembling side-effects from temporal filtering. That’s just how it works. Averaging frames over time – probably with some algorithms in there doing something smart.

An anti-aliased depth-channel doesn’t always look good either, but it can be achieved by rendering out a separate pass where you assign a white shader to the entire scene, and add black volumetric fog.

I usually end up rendering and posting at twice the resolution and then downscaling – to remove the jaggies…
Or rendering in multiple layers and applying separate lensblurs.

Usually setting your project bit-depth to 16-bit will help (if the gradients are created in AE that is…). Even when rendering to 10 or 8 bits in the end, AE adds a little dither to avoid banding.
The alternative is to add a tiny bit of monochromatic noise to layers that cause banding.

Grain Surgery was acquired by Adobe and is now included in the Pro Version of AE: Match Grain, Remove Grain and Add Grain.
Works quite well, although processor intensive.

Are you only seeing the stairstepping in After Effects?
Are you seeing it immediately or only after keying?
And finally: is the source footage NTSC sized?
Why on earth would you shoot NTSC on an HVX200 if you are going to try chromakeying? The extra resolution in 1080p helps a lot in getting a good key, and if the final delivery format is NTSC, pulling mattes from HD sources (even if they’re compressed to DVCProHD) will give excellent results…
