Sorry to be the one to tell you this, but the time to have worried about sync was on set.
A simple hand clap at the beginning of each take could help you line the picture up to with the audio guide track recorded on set. After you lock your edit, you swap out the guide track for the real audio, you can line up the audio waveforms in your editing software.
And don’t worry about trying to make perfect lip sync. Get it as good as you can, and cut away when you have to.

I have gotten some fairly good results by slowing DV down to 50% in FCP. And I have extremely tough standards for “acceptable”- most of the artificially slowed down footage that I see on network TV does not live up to my standards.
If this is typical 25i PAL, then 50% should be a “sweet” spot for slo-mo, since each field becomes a new frame. If this is 25P, then you’re in for trouble, because FCP will still see each field separately, and may simply wind up doubling the frames. If this is the case, then use Motion, AE, or a plugin like Twixtor.
What you don’t say is whether you’re viewing the results on an external video monitor. If you’re not, then you’re not seeing the real picture, and you will never know how your video really looks.
Get yourself some sort of PAL TV or video monitor & hook it up. Your FCP manual has a series of diagrams that explain how to hook up a video monitor with various FCP configurations.

Three words: Audio Follows Video.
As Russell says, you need to connect your speakers to your decklink card. Preferable via some sort of mixer. Both Behringer & Mackie make good low end mixers, if there’s a Guitar Center near you they should have something in stock.

Make sure you clone your startup disk before you upgrade or change anything.
Format your startup disk, do a clean install of Leopard, the latest Kona 2 firmware & drivers, FCS 2 & all of your other software, then you should be fine.

How did you determine the frame count? the best way is to use the Timecode Generator in FCP.

That’s not what I asked. How many frames is each? How many frames, exactly?
Your original post said that you had extra frames, so, how many frames are we talking about?
According to your TC, you’re saying that one should be 40,703 and one should be 40,709 frames. Is this the case? Or are they both (as I suspect) 40,703. Answer that & I’ll explain everything to you in one sentence.
