Premiere cs6 can replace but there wil be no Dynamic Link between AE cs4 and Premiere cs6. Dynamic link only excists between apps of the same version. You can use PP cs6 with e.g. PS cs4.

Nope, you cannot go any lower then 10 fps in a sequence.

If you are writing subtitle with the Titler
You can make a template if you want of the style.

Underwater is best shot on 1080.
If you are on pal set the camera to pal.
You never know if you need the footage in a pal setting.
