Your Effect Controls gone haywire.
You can try shift + alt while opening Premiere or
do a re-install.

You can make a dvd image or folder, send this to you client and he/she can burn it to dvd disk.
Your client wont be able to just use the vob’s to make a dvd. I will have to be encoded once again.

Make title for each letter.
Put them in random order in the timeline on top fo each other like a stairway.
You can use cross dissolve to fade in.
