Depending on the version of Premiere used.
In the sequence settings set Editing Mode to custom then you can change the parameters.
In older versions such a CS6 you need to make a new sequence and copy everything over.

Drag and drop is a bad habit.
Use the import option or better yet the Media Browser.

In the track header there is a button for show clip keyframes or track keyframes.

HDV cannot be avi. HDV is mpeg.
Run a file through Mediainfo and post screenshot in treeview here on forum.
