If it’s AVCHD, just copy the contents of the disk to a hard drive and use the Media Browser within Premiere to import the footage. No “ripping” is required.

Well the disc recorder’s error isn’t a biggie, it will just record and not playback AVCHD.
The computer not reading the disc is more concerning. You’ll need a program that can see past formatting errors to recover data (even that’s dubious as most recovery software will give you raw unnamed files which you’ll have to rebuild into an AVCHD folder structure)
Give a demo of something like ISOBuster a try (there are tons of recovery tools) or try the disc in another computer.

Use ffmpeg to extract the audio, something like
ffmpeg.exe -i yourvideo.avi -vn -acodec copy youraudio.wav
Just to see if it being in the AVI container is messing up Premiere and AE.

Does your mpeg2 video play smoothly on your system if you bring it back into Premiere and watch the source monitor?
If the answer is yes then:
Check to see if you exported a low enough bitrate for the video to be DVD standard.
Check to see if your DVD authoring programs are recognizing that your 23.976 video needs to use pull down (dvd player does reverse pulldown). Every NTSC is truly 29.97 so your authoring programs may be adding frames in some kind of preconversion or your DVD player may not like 23.976 material so…
Check in another DVD player.
Burn disc at a lower speed.
Burn a disc from the middle of the spindle to minimize using one that may be affected by light rot.

Consolidate/copy the project using the Project Manager to a new location on your disk, then delete the files at the original location. Please open your project beforehand and make sure consolidation caught everything.
Off the top of my head, Premiere will not remove files from disk implicitly.

What are your render settings?
What burn speed did you use? Are you using a fast burn speed with a cheap DVD player? You may be seeing the DVD player’s error correction kick in.

Concerning Speedgrade, is the “Shot Matcher” an extension of the more experimental clip > color space? I feel like I should ask how well it works, within reasonable expectations, if I tried matching two shots that had a color chart in each.

Have there been any improvements to the flowchart view?
Will the dependencies (finding missing footage) work in a similar manner to Premiere’s new media link manager where it may be able to find footage based on timecode or metadata?
Have there been any changes/additions/removals to expressions?

I would say 1080p30 and 720i60 as part of the package would be sufficient if no other delivery specs were given.

I would do 30p (29.97) unless you are shooting sports. 60i can be exported off this cleanly (the fields come from the same frame, so you don’t get the temporal fidelity of true 60i).
If it’s sports then I would shoot 60i and deinterlace for 30p
24p is no go. Although digital broadcasts can use it, it’s not common.
I assume this is for NTSC countries? Now that digital is here completely, we still tend to follow a lot of grandfathered specs.
