Personally, I think the hash marks are key to really selling the effect. And I wouldn’t animate the text with the path offset, but rather place the text, hash marks and knob in the same group and rotate the group.

If you’re looking to spin parts of an image independently of each other, then you either need to cut up the original pic, or create several clones, each with it’s own mask, and rotate the clones.

Photoshop is likely more precise than Motion, but it’s not a terribly difficult effect to pull off in Motion alone. You can set text to draw on in a circle or even use the shape of the knob as the path for the letters.
If you’re going for ultra realistic, I’d be tempted to create the knob and letters in Photoshop because the text should have that unique combination-lock look.

Sorry Terry, I re-read your post a couple of times, but I’m having a very difficult time visualizing your situation. If you could post your project, perhaps I could tell you if there’s a different way to do it, but I’m really not sure what look you’re going for.
As far as the edge pixel of text being partially transparent in your image mask, that sounds like aliasing to me, but again, I think I’d need to see the project (the non-working one, not your workaround) to be sure.

What were the results of your attempts? No stabilization at all? Glitches or other unexplained behavior? Based on your explanation of the shot, I’m having a hard time understanding why you’re having such a problem.
Perhaps, as Stephen suggested, you could post 5-10 seconds of the shot?

What is the format of your footage? How much shake is there in the original footage? What have you tried?
Motion stabilization is not that tricky as far as the workflow. Select the clip and apply the behavior Stabilize from the Motion Tracking section.
Then either use tracking points or track a region of the frame. Analyze the clip and use the zoom feature to blow the image up to cover the movement of the edges.
You can also try the smooth feature in the same behavior to smooth out jerky cam footage to help it look more like a jib move.

You can use a replicator to build a sea of cards and then the sequence replicator to simulate them fliping.

You could use the line tool and draw two lines with staggered in points. Then either keyframe the Last Point offset, or use the Shape/Write On behavior to animate the drawing on of the line.

The functionality works fine in general. There’s something wrong with your particular set up. It’s been a long time since I’ve touched Motion 2, so my advice is to wait for the upgrade.
However, I would definitely rebuild the project and not rely on Motion to update the project from 2 to 4. ‘Porting projects created in different versions can have issues and since you’re already having trouble, it’s probably better to just start from scratch.
Might I also suggest that you look into behaviors instead of keyframes since you seem to be making lots of changes to the project. Behaviors can make all the moves you described and they’re applied like a layer so you can adjust the speed and length of the effect just by trimming.

Depending on how your project is constructed, you can use an image mask, or even mask a 2D group and place it inside a 3D group.
