I think what you want is “render and replace”
https://helpx.adobe.com/premiere-pro/using/render-replace-effects-compositions.html
this will give you a per clip flattened version in the codec you choose of your master…..but should still allow to switch back to the original source should you need to.
As always….I’d dupe the Project file and move forward in the copy….just in case you need a fallback position.

hmmm…
it may to do with how PPro is interpreting the source…
prioir to using a clip on the timeline….if you right click on the clip in the project panel
choose modify>audio channels
this can let you deal with a stereo pair as dual mono…
so then when you load it into the source viewer you will see in the timeline that you have both tracks available for patching…
note though… in terms of applying effects in the timeline…this still might behave the way you expect…

Might spend some time building client “library projects”…
these can include not only clips, but sequecne set ups, etc.
When you Start a new Project you can use the media browser to import and mix and match elements from your different projects into your current one.
If you find you make something in the the current project you like…
Similarly..you can add that to the “library”…
again…open the corresponding library project and use the media browser to bring that thing into the library project and resave.
it’s probably better to compartmentalize and try to avoid project bloat as much as possible.
my opinion anyway…

either way…you should not have had to rebuild it…
the AE project still exists on your drive, right?
so then make the change and reimport it to Ppro…drop on timeline..
you should’t have to start from scratch….

if the project is saved on the external…
you’d just open it on either the desktop or laptop…
no edl export needed….

Batching the images out may not be too bad…
the labor will be in the timing…
if you can export the images in something that can be sorted sequentially
0001, 0002, 0003 etc…
the following is a GUESS….
you may have to go back to fcp 7
dupe the seq…
and where the subtitle track was… replace those edits with a clip…really any clip…
where that would get referenced in the XML…
that way in PPro…you’d at least know where the edits fall…
and replacing them with the sequential exported subtitles will be a a little tedious…but you won’t have to deal with the timing…which in a foreign language situation is near impossible.
