I guess you have a Movie Studio version?
I don’t know whether it has Trimmer, but in Pro version you can use Trimmer for this.
Place the timeline cursor where you want to insert a new video, load your new clip in Trimmer, select the desired video region (without audio), enable Timeline overwrite and click Add from cursor. That’s it. -
Closed captions are not automatically “imprinted” in the video frames and Vegas can not do it out of the box. But it can export them to various DVD subtitle formats. Take a look at https://vegasaur.com/text-generation-wizard. This is what you are looking for.

Just click on the area of the Marker Bar

Press Alt+6 and select “Events”. You can use “Active Take Name” or “Tape Name” fields for your notes.
You can also select all this information and copy-paste it to Excel. Click left top cell to select and Ctrl+C to copy. Hope this helps. -
Just noticed that you have Vegas 7.0, so this is not an option for you. Vegasaur requires Vegas Pro 8.0 or newer.

Text Generation Wizard can do what you want.
It can create titles at markers or events. Appearance is fully customizable and is based on the selected text preset.
In addition, you can import titles from CSV files (comma separated file) and other formats.
It can be easily prepared in Excel.eg.:
“00:00:00,000″,”00:00:05,000″,”Title 1”
“00:00:10,000″,”00:00:15,000″,”Title 2”
