Yes, go to Objects>Object Library>Polygon Emitter. This is a preset for Thnking Particles that causes any object to emit particles.

It’ll work with scene or vector motion blur, but not object motion blur. Or rather, the latter just doesn’t work with particles, not metaballs specifically.

Yeah, sure. Just add a compositing tag with an object buffer to your particle object(s), then add the buffers to your multipass file.
