1. I don’t believe a tif can be vector based, tif is an image map file. Maybe get a copy of the illustrator or whatever they created it iN, or ask for a copy in PNG format with alpha. You need the alpha layer to mask the background. A photo shop file with layers would work too.
2-4. Do resize in photoshop, and resize canvas to match your project size. Get image close to where you want it in PS, the pan crop to fine tune location. Pan crop needs to be set to 16×9, or match your project aspect ratio, in order to move image any location you want.

Look at the list of AMD cards on wikipedia. Choose a card that is an XT chip, pretty much everything else is not worth your time. Cards like 5700, 7900, 290x should work well and be stable. There is a line in the card versions where MC mp4 encoder does not function gpu anymore. But the Sony AVC encoder will work gpu with all.

I belive Vegas scripting is .NET, and so posting a job on something like Freelancer.com would probably get it done quick.
Or looking into macro software that can record your input. Some keyboards and mice come with this ability.

Record length depends on video bit rate, for talking heads or highly static images you can use like 3-4mbs. More motion requires more bandwidth headroom setting on the VBR. CBR is what the DVD is marked with.
I try and keep my dvds as small in data size as possible, this helps by reducing duplication time.
Also I try and stay below 3.95GB as the error rate sky rockets on most dvds beyond that. I think it has to do with slight wobble on the outside edge of the disk, or poor manufacturing. There are applications you can use to create full utilization test disks with your media, and determine record/playback issues or error rates.

John has done a great job of answering your questions. I would do your own experimenting with conversions to the following Sony formats for optimization reasons in vegas:
Xdcam-ex.mxf for avchd 20 mbs or below.
Xdcam 422 for HD 10 bit color
Hdcam-sr-lite which is optimized in vegas, and comparable in bit rate to ProRes422 HQ. This codec is often over looked because of the high bandwidth, but at the same time people will sling around prores hq as a standard bite rate.
XAVC-intra as support for this is pretty much just beginning and so will be around for sometime into the future. Plus it’s pretty much just mp4 in a higher form. In my opinion Xavc may just be the 4k evolution of hdcam-sr-lite, supporting up to 600mbs for 4k 60p footage.
As for batch rendering, there is a script I altered over on the Sony creative forum under vegas scripting. That script uses the defualt batch render script and uses “region names” for the file names. You can do mass filename changes by cutting and pasting the file names into the edit details region name column. It’s a free solution.

There is always FFMBC – https://code.google.com/p/ffmbc/ of FFMPEG both will convert media to DVCPRO HD. Export to something good like XDCAM 422 or EX and convert that to DVCPRO HD.

Comments are a column under the project media window, that you can move the column and resize it.
Markers and Regions are shown under the edit details window, by selecting the Markers or Regions display filter.
Tags might be useful as well, especially if you use Sub-clips. Sub-clips are a great organizational tool when cameras were kept rolling for long takes. You can tag up your clips by camera, content, star rating, whatever you want. Then you can search or filter by tags. When you create a tag, a Tag bin is automatically created to contain that tag.
When you use the search function in the media window, your search is create as a short cut under Smart Bins.
Multiple monitors, even that old 10 year door stop monitor, can be a real help cause you can dedicate a monitor for media info and spread out.

EXR would be a good choice if Vegas support the latest versions with integrated compression. EXR is your “best” choice for working 4K in ACES.
Next I would say XAVC-intra, as this I believe is Sony’s upgrade to HDCAM SR codec. “Sony PMW-F55 can record XAVC with 4K resolution at 60 fps at 600 Mbit/s.” 600mbs, 12-bit video would be an acceptable intermediate, if you do not want to work EXR. The real question is after effects updated enough to handle it.

When I do this, I just use Markers(M) and Regions(R) inside the trimmer. You can add notes to the regions/markers, then add more in comments, and view all in “edit details” window. You can also cut and paste the edit details into excel for more notes.

The windows I think should auto clip back, if not the then hold CTRL key while trying to replace it. With the CTRL key held the windows should snap to where they are allowed.
