These cards were designed to work in broadcast environments and have a great ability to deal with sources like bad VHS. I just use the Vegas VID capture application to capture an uncompressed AVI. From here you can edit directly, compress to something like DV.MFX (25Mbs) or output to .MP4
I have a Blackmagic Shuttle USB3 and its pretty good too, but I prefer the reliability of the osprey card. I have had issues with the shuttle device not working when I needed it.

You generally want to go the frame rate that has the most screen time.
You could also convert all your footage to 23.97, which would effectively throw out frames from the other footage.
Rendering all your footage to an imtermediate format like xdcam, hdcam-sr-lite, or cineform, then disabling resample on the footage, will keep Vegas from trying to convert things on the fly. Then you just have to solve any issues with the different formats.
You need to make sure the project settings are correct for you new format.
If you keep the file names the same, you can change out the current footage on the timeline for imtermediate footage using a proxy edit method.

Feathered Mask and Blur area need by key framing.
You could try Sony Soft Contrast, there is a diffusion setting there that can soften. Hard to get the setting just right.
NewBlue Selective touch up plugin has soften and blending features. Again use with a feathered mask.

Sound like your system is struggling with drop shadows or something. Your machine is most likely struggling to edit the codec or other functions as well. If you want recommendations on system stuff, just list your hardware and source media info. Here are some alternatives to try.
Do you graphics and text in a stand alone vegas project. Render the results to PNG or EXR with alpha. Import the image sequence and overlay.
Doing your text in Photoshop is another alternative. Vegas works well with Photoshop files. When you want to edit, just open PS and create new layer, then in Vegas drop the same file in place and select the layer.

Similar to Steve’s recommendation, you might try shooting a focus chart or even a simple cross on foam core handheld. Now track the movement of the handheld using key frames in Pan and crop. Then copy and paste the key frames onto your clip you want to appear handheld.
The cross on the foam core allows you to also track the rotational changes and not just the x and y.
This is how a lot of shaky car and spaceship scenes are done.

After shooting years of 35mm and 16mm and having that material conformed to Standard Def. Then shooting hours of edited material in HD. The whole issue for me comes down to future proofing your camera original. That way your material remains contemporary the longest. I have tons of camera work that can no longer go on a demo reel just because it was mastered in SD and HD, when now producers and directors want to see what your 4K footage is like. Which to me has always been stupid, since it will look just the other material just sharper.

Default Windows install + Windows Updates +latest video drivers + Quicktime + Avid Codec pack + Vegas. Then leave the system alone. Convert your footage into professional codecs that Vegas comes installed with, if you require some high bitrate reason for other codecs. Switch to .MXF for editing and deliver in .MP4 or .wmv or whatever you require.
For example HDCAM-SR, SR-lite, or XAVC-I would be more stable in Vegas than say operating with legarith or other similar kluge codecs. Quality loss with those codecs is more perceived than reality, and the image issues probably stem from poor source material than the codec.

The PCIe lanes have to do with the motherboard design. The 5820 has 20 lanes directly connected to the CPU, and this is where your GPU gets connected. That means you can only run a single GPU at 16x speed, and one more device at 4x speed.

The higher end chip has 40 lanes directly connected to the CPU, and so allows you to run two 16x GPUs, and one 8x device like an PCIe SSD or Blackmagic capture device. All without crossing the DMI bridge to the x99 chipset. Not crossing the DMI bridge leaves bandwidth pretty much dedicated there for storage operations.
The 5820 will work just fine if you configuration is a simple single GPU, storage, and no other add-on cards. Apps like Resolve have the ability to use multiple GPUs at the same time. Conceivably you could install 2+ GPUs into an x99 chipset and run at near full speed on them.
You really just need to dig into the specifics on your motherboard you have ordered. Then determine if you really need the extra lanes or not.

Media players like Flash, Windows Media, and Quicktime expand sRGB to computer RGB. This is what it looks like to me. Applying a Sony Levels FX, and choosing the cRGB to sRGB should compensate for this.
