If you are just starting out, the most simple method is to export your edited timeline as an AVI file and import that into Encore DVD.
1. File > Export > Export to Movie (Premiere Pro)
2. Import AVI file into Encore DVD.– Aanarav

Where is this media being stored? Make sure that the drive letter is not changing.

A few basic questions:
a) Project settings?
b) Media used in the project?
c) Do you have a DVD burner in your system?
d) Did your DVD burner come with a software package? If so, make sure that the software is not running in the background.
e) Is there a DVD in the drive?– Aanarav

It is possible in Premiere Pro, but the results are extremely inferior as compared to the output generated from After Effects.
