Before I answer any of the above questions, lets try to figure out the problem:
1. Did you import the JPEG within Premiere Pro “as is”? (that is: at the original dimensions)
2. If not, at what dimensions was it imported?
3. What are the import settings of the project? Are you importing the image at full resolution or is supposed to scale down to the project dimensions?

Actually, this is not the first time I have seen this problem. I remember sometime ago, we sent out a copy of a recent production for previewing to our client and we got similar complaints.
The fix? Put in a little disclaimer before the video starts stating that the DVD player has to be set to the correct format.

What camera are you shooting with and can you describe the problems in little more detail? Also, does this problem happen only with generated text and/or elements or does it happen with footage as well? Also, have you tried this on your DVD player? Does the same thing happen? What is the model # of your DVD player? -

I store all my AVI files in 2GB chunks on data DVD-R discs. Cheap, effective and certainly easier to retrive.

As a general thumb rule, NEVER use highly compressed footage inside Premiere Pro, otherwise it will have problems.
Some highly compressed formats are: DivX, Xvid, MPEG (can be used with mainconcept codec) and so on.

That seems like a simple effect. Here are a couple of ways you can go about creating it:
1. Duplicate the original photograph.
2. On the duplicated layer, change the brightness/contrast drastically. (for example: increase the contrast by + 35)
3. Apply a gaussian blur of 5 or so on the duplicated layer.
4. Reduce the opacity of the duplicated layer to around 50%.Obviously there are various other ways of reproducing these sort of effects, but if you have a specific one in mind, please ask.

Hmm…It is the exact same project being opened on both machines? If so, can you please post a quick screenshot, so that we can further see what is wrong?

Yep, that is the reason. It happened to me quite a bit. I simply started putting labels on the discs to remind me which dirve had which letter. Its a shame that Premiere Pro depends on the drive letter than the directory path.
