No, it wasn’t permissions. Apple Enterprise explained it this way: when you download and install from the App store, there are so many different servers involved, back up, primary, etc., that a corruption can be introduced.
Simply dragging it to the trash, trashing prefs and support files in the Application Support folder and then reinstalling fixed the issue.
