You could Luma Matte your person with a solid which has the Bad TV preset(s) on it. You find them in Animation Presets/Image – Special effects.

Animate the light from floor to where you want to move it.
Can’t say anything about using a light to give direction to the particles emitted from another light.

If you use two lights at a time, then both of them will emit particles at the same time.
You want one(at floor) light to emit particles and the Other light to give the direction to the particles emitted by light 1? Am I right?

You can also use Element 3D to extrude shape layers,text,etc right in After Effects(CS3-CS6).The best thing is that you can use Environment Maps to give a cool Reflection.

You can also use Stroke Effect with ” Reveal Original Image ” as Paint Style.

I don’t know any keyboard shortcut for this but you can use ” Time Navigator End” (Top Right of Time line) which above the Time Ruler in Time Line.
Just Drag the Time Navigator End to the left side and then you can get the desired zoom level of time line quickly.

Apply Expression Control to the Needle o you can use Nubers Effect on different layer.
Now Pick-Whip the Rotation Property of Needle(Make sure its Anchor Point is at the Bottom) to the Slider or Value Property in Numbers Effect.
For the Exact location of the Needle, use simple maths to get desired result.
