Paste Mask path keyframes when CTI is at 0:00:00:00.Select the position property of the layer. This will select all the keyframes.
Now hold Alt/Optn and drag the last keyframe to 88th frame.
This might set all the keyframes as per your requirement.

Can you upload the .aep file with the Illustrator file in it so that I can check the problem more precisely?
Just make a new project and import the illustrator file in it. Don’t forget to collect files(Go to File>Collect Files.

I agree with Stefan on this point to CC the footage right in Premiere.
If nothing works, then export the clips as Lossless from premiere and import in AE for CC.

Check that your Contrain Proportions is ebabled in the scale property.

1. First motion track your footage.
Apply the tracking data to a Null Object.2. Now Parent the buble to the null object.
3. Precomp all three layers and now apply wiggle expresiion to the precomp.
