Genuine Fractals is a plugin for photoshop that that provides a good interpolation method for enlarging raster images.
As far as painting with a tablet, you could just start experimenting by recreating existing artwork, messing with the brush settings and creating your own presets.

When importing, select the first image in the sequence than check the box that says ‘Numbered Stills’, than click Open. This should convert the stills into a single video sequence.
Note that the stills must be sequentially numbered.Vince

You can use a transition effect between two clips on two different tracks by overlapping the clips than applying the transition to the head of the ‘out’ clip (this clip should be layered on top of the ‘in’ clip).

Maybe check your project settings to ensure that audio is set to be played on audio hardware…
Project/Project Settings/General/Playback Settings/Audio Playback…
Also, if there’s a software controller for your audio rig, maybe you have to add Premiere to it somehow.

Maybe try to apply Layer/Layer Style/Stroke to your live text. Or Layer/Layer Style/Drop Shadow with the Size set to zero.

IMHO, they’re a great tool. As long as it’s pressure sensitive it should be good. Using a tablet is the best way to paint in Photoshop as it allows you make very realistic brush strokes.
Some tablets are simply pressure-sensitive, some will sense brush angles.
A pressure sensitive tablet is arguably a must-have tool, it unlocks a good part of Photoshop’s power.
Some people use a tablet exclusively, and do not use a mouse, in all apps and OS usage.Vince

I was hoping someone would answer this, as I use PP 1.5. I know this isn’t the exact answer you were looking for, but I’d try just exporting a DVD-Video/Encore compliant MPEG file using a preset in Adobe Media Encoder or Main Concept MPEG PRO.

Hmmm, maybe if you could post a reference or maybe a link to a youtube or something.
It’s almost like you’re describing reducing the frame rate by half, say 30p to 15p. Than dropping the 15p back in a 30p project for the same duration of the original clip.
Or maybe a sort of Max Headroom thing…
