Because I don’t think I could explain as clearly as the Adobe help file in a decently short post 🙂
In the Premiere help file type “Source Channel Mapping” and I think you will find what you are looking for.

Honestly, I would try exporting at 720×480 uncompressed and look at the result, if you do see any loss of quality at all, then there’s a problem ;).
Now, anytime you scale down, Premiere has to lose some pixels, and maybe it has an issue with that certain footage, although I haven’t experienced any issues myself.
You could also try exporting at the same frame size and let your other converter do the frame downsizing and see if that helps.

I don;t edit in PAL, but you could try setting your audio out to firewire and take the audio out of the deck instead and see if that issue is still there.

In Photoshop, you should look into the automated batch feature, very useful for this type of thing.

You need a firewire card if you are using DV tapes. Otherwise you will need an analog capture device. The cheapest option is the ATI all in wonder type card, but the quality will match the price. It really depends on what your AVI is on…

External hard drives, if you make them yourself it’s much cheaper. At 500 GB for 200+ bucks, that’s a lot of projects.

Well, the quality will be affected at the new frame size if you try to view it at a larger size than 352 x 240 , but as long as the “recompress” box isn’t check, you will not get any quality loss. Another lossless export option is Quicktime, with the animation setting, which often leads to smaller file sizes than AVI.

There are 2 types of “uncompressed AVI” in Premiere. The one you picked will only be playable in Adobe applications or with an AJA card. You need to choose “Microsoft AVI” instead of “Uncompressed Microsoft AVI”, and in the video tab, set compressor to none, and uncheck “recompress” below.

The noise maybe normal, since DVD compression really doesn’t do well with already noisy input, which would be the case of a VHS.
The scan lines you are referring to maybe a wrong field order, that is usually accompanied with “jerkiness” in motion areas. You will need to know whether you imported your footage in lower or upper field first.
