Not sure how you could achieve that in Premiere. What you would need to do is remove frames. I don’t think that assuming a different frame rate would resolve that.
That effect in the camera is achieved by reducing the shutter speed, and that can be done on virtually any camera. If you have After Effect, there is an effect that does just that.

Let’s start with the export. Your capture will still be DV, your export should be either uncompressed AVI, or Quicktime animation @ 100% (uncheck the “always recompress” option on both). You can also export as DV if you don’t have the space, but you will then lose quality as soon as effects/titles are applied in either Premiere, or After Effects.
You can either export the entire timeline, or just the part you need to apply effects to. That depends on what you are trying to do.
If you are exporting the entire timeline, you will need the space. If you export clips, you will need to work on the timing.
Titles can be made in AE without the footage. Just export as RGB Million+ colors, so that the alpha channel is included. Then you can lay then on top of your footage.
Make sure you keep your widescreen settings along the way.
For the Encore export, you can either use a bit rate calculator: https://dvd-hq.info/Calculator.html, then export Mpeg2-DVD, or again, you can export uncompressed and let Encore do those calculations for you. (I would recommend the calculator)
BTW, if you are planning on purchasing CS3, watch for the bundle options, as some will include dynamic link, which basically simplifies all of this greatly.

And one more thing, if this not an on board card, you’ll probably have to reinstall the drivers anyway, since I’m assuming the IRQ’s will be different.

Well, if the motherboard has onboard audio, that would make sense. You just need to install those drivers as well.

If I’m not mistaken, “AngelPotion” is part of the DivX crowd, certainely not meant to be edited, and not likely supported by Premiere Pro.
For consumer format support, you may want to look at Premiere Elements.

First, if you are trying to use the VOBs from a copyrighted DVD, you can’t just use drag the files out and use them, since they are likely copy protected. I shouldn’t be mentioning it since it is illegal to do so after all, but since it seems your intent is only to have to some fun, you can look for an application called DVDShrink.
After that, it should be a matter of renaming the files to Mpeg, and that works 90% of the time.
Just know that it will be illegal to post that demo anywhere on the web, and I wouldn’t give this to a potential employer either.
The cheapest Analog to Firewire solution that I’ve seen is from AdsPyro (AV Link), I think you can get it for around $170.00.

I’m just curious, did you find this issue was still there after export to a DVD? And what codec is used in the original AVI?
You can change the field order by right clicking on each clip and choosing Field options > Reverse field dominance.
