It was because there was no layer in the comp to track to. apparently, the layer I’d wanted to track to needed to be precomposed. It had a bunch of keyframes.

Thanks, Mike. I was hoping that along with this fancy new interface there would be a way to put a precomp window next to the main comp window.
It looks like working duel windows is awkward like just about everything else in this klunker.
