I read the above line to mean that you want the background to remain static, “despite the camera movement”. If that’s the case, no tracking is needed at all.

I just downloaded the project files and imported the footage into AE. After dragging the footage to the “Make New Comp” button, I hit “0” on the num pad, and the RAM preview plays faultlessly. I’m using CS3, and don’t see the problem you are having. That would seem to rule out the footage as being the problem. It also shows that it’s not a CS3-specific problem.

This is one occasion when “RTFM” is appropriate.

Try using a faster shutter speed. You might have to increase your lighting a little to compensate.
