Is there a way to Sync an Effect or the movement of an object to the sound of music, or is that something has to be done manually. I am currently trying to sync scratching on a turntable to the “wiggle” of an object I created AI. Is this possible?

You can use the Convert Audio To Keyframes keyframe assistant to get you much of the way to this result.

Aharon Rabinowitz has a good tutorial about this keyframe assistant here on the COW.

Or, for more control/options, you could take a look at Red Giants Sound Keys.

Aharon has a tutorial on using Sound Keys to control time.
